Although she is one of the 18 main characters of the game, learning Manon’s style is optional in the World Tour mode.
That said, even if you want to learn it, there is a chance you will miss it.

Find Manon’s Agent
Check the Metro City map for a side quest in the main square. You should see a side quest called Extra.
The side quest is initiated when you talk to the NPC with green hair, Oscar. He is Manon’s agent and is looking for someone willing to be beaten by her for the cameras.
Unfortunately, you can’t just accept and go. You must first find a proper gi set to be invited to this production.
Luckily, you can buy one from the Dripping Style shop. If you need any cash, farm some in Abigail’s Scrap Metal.
Once you finally get to France, things become very straightforward. You participate in the scene you were recruited to do, then talk to Manon to get enrolled.
You will instantly learn her style, normal attacks, and her command grab, and you can either use them all or mix and match in any way you want.
What to do Next
Combining styles is one of the most fun things about the World Tour mode.
No matter what control scheme you’re using, there are ways to use one master’s style with another’s special attacks in fun and fresh ways.
For instance, I particularly like using Ken’s moves with Ryu’s specials, but you can find your own way to use Manon’s style.
